Fuel tank: Anyone know what this fitting is for?

I'm having a custom fuel cell made but I can't figure out what this one fitting is for and/or if it is a valve or just a port. Can anyone here help me?

Its the fitting in the upper right of the image below. I have labeled all the other parts, but please correct me if I'm wrong.

My guess would be a pressure relief valve since it is connected to the vapor vent.

Looks like it's just a connection to the tank. It's not something that's available separately. The hose that connects to it is item 19 here.
