LE5 Throttle max WOT 88% - why not 100% at WOT?

I replaced the TB with a new OEM one recently.  I replaced it because I kept getting P2101 Throttle code.  I still get this code FYI.

I just got HP Tuners and my max throttle TPS% only goes to 88 at WOT.  Key on engine off verifies this.  Is there a way to calibrate it?

Ran across this on hp tuners forum, I guess 5v from the throttle = 100%, but obviously throttles don't go to 5v at WOT.  They suggested scanning pedal or ETC position.
