Sky Rear Bumper License Plate Help

I was wondering if anyone knows what is behind the rear bumper on the Sky where the two black screws underneath the license plate screw holes are? I need to drill two lower holes for the license plate frame I purchased recently.

Thank you for posting the diagram (on the other forums too). I am concerned I will run in to bumper bracket since I have to drill the two bottom holes pretty close to the bumper mounting screws. :banghead:

  I decided not to drill. I put screws and bolts on the bottom two plate holes to attach the bracket to the plate. Then I put two pieces of felt underneath the bottom bolts so they don't scratch the paint. Thank you for the help.
