So one of my HID's lights won't go on.  The passenger side light works fine.  Each light has its own ballast.  The driver's side light flickers on for a brief second and then won't turn on.  Is this an issue with the blub, the ballast, or a fuse?

Sounds  like a bad connection on the ballast..

Get your meter out and check voltage, oms and continuity.  Sounds like it may be a loose ground.

I had the same thing happen on my fog lights, left side wouldn't come on or would flicker.  Turns out it was just a lose connection into the ballast.  Hope it's that easy for you.

I looked last night and I didn't see any loose grounds or connections.  The light simply won't come on...is there a separate fuse for each light?  Could my ballast be bad?

Yes, the Ballast could be bad or the connections may be corroded. 

Go to Google and type in "eBay guides HID xenon conversion kit troubleshooting."  Open the site and you will find problem #2 seems to match you description.  It is a decent troubleshooting guide, hope this info will help in solving your problem.     I hate electrical problems!!!!

You can also pull the bulb out and try it in the side that works, just to rule out the bulbs.
