This is an electrical code, not mechanical nor fuel related.
Check the connections and wiring to the TC wastegate actuator solenoid valve. Cycle the connector once, while open look for signs of damaged terminals or poor electrical contact. If this is the only issue the power source is probably good. Check wiring, connections and if you're certain they are good there are two components, the solenoid and the ECM.

I am reviving this thread to bring attention to this problem and what I believe based on the quote from Scanner above to be the problem.
Notice Scanner put the emphasis on been an electrical issue.
Well I got the code again yesterday and decided to look closely at the connection on the solenoid.
This proved to be the correct place to look, since upon inspection of the connector, I noticed one of the female pins was rather low compare to the other one.
There are only 2 wires and the yellow one's had slipped down where it was causing an intermittent connection. There is a blue piece that serves as a stop, so the wire does not come off the bottom of the connector. However in my case the blue stop piece was out. I then pushed on this blue piece and the yellow wire at the same time and it went back in, now is at the same level as the other wire.
I am of the believe that in most cases, anyone having this P0243 code is because one of these 2 wires is no longer making a good connection, thus making the solenoid to behave erratically.
