Because they are not SUPPOSED to be on track when the cars are.

Not supposed to, they would have workers on the track during those periods or cranes over the rails.

That's total bullshit.
Perez's end plate flew off and nothing.

Dude was airborne, and I am not a fan of Alonso, give him a break, but more importantly enforce the rules better.

Russel T-Bones Sainz, and takes him out of the race
How is that penalty 10 seconds less than Alonso's

F1 is getting really dumb lately

Alpine was successful in appealing Alonso's penalty so he did get 7th

I really have no idea how a mirror flying off his car, could be awarded 10 seconds more of penalty, then Russel taking out a car.

So finally some common sense applied to F1 Rules

On a technicality, HASS was late in filing the complaint (they weren't but were told they were).   They have been black flagged 3 times this year for bits falling off their cars.

Even though he got a penalty, he drove a hell of a race.   I think that's what McLaren had been waiting for
