The valve is the part that directs exhaust gas either to the T-wheel or bypasses it and then out the tail pipe.  It is sort of like the throttle body valve.  The solenoid is what moves the valve.

See if they can show you the old valve or take some pictures of it for you, I kind of would like to see what went bad.

I don't think there going to mess with replacing that valve in the turbo they would just replace the whole turbo at that point.
My guess is that there talking either about the diaphram and rod or the actual solenoid.  The solenoid has been known to crack at one of the nipples and throw P0299 and there is either a TSB or PI bulletin on the issue,  There have also been a few issues with the diaphram going bad but more likely there is a crack in the solenoid somewhere.
Could be wrong though I just don't see them removing the turbo just to fix that valve since the time it would take you could just throw in a new turbo.

Tazz that is the waste gate valve which I was talking about.  As for replacing it vs the Turbo who knows, can you even get just the valve?

Watergate valve, huh? You know I was kind of laning that direction myself. I will get a picture of this if I can but it always seems when I get parts replaced by the time I get there the old parts are already boxed/crated up for return to GM. I guess since it is under warranty they don't worry about showing it to the customer. I would definately want to see it if it was covered however...

UPDATE:

Put on new waste gate but turbo refused to turbo. New turbo ordered and should be ready for pick up Monday or Tuesday. This is kind of the sequence of events for the wife's redline so I wonder if I have a new engine in my future?

Unless it takes more to rebuild I doubt they will just give you a new engine.
Mine had two cylinder rings toast but the bores were fine so they replaced the to cylinders/rings and replaced the rod bearings on all and lightly honed all cylinders called it good.

Out of curiosity is the by pass solenoid the exact same solenoid as the one on the Turbo?
They look the same and the PN #'s are different and listed as a KIT but do the #'s on the top Match 12599817 on both?

The Bypass solenoid has the number 7t232 on it

and the wastegate actuator has the number 7t213 in it.

But the electrical connection looks to be the same as do the 3 nipples for the lines.

I wonder if they work the same and the only difference is how they make the case so the one can mount properly on the manifold and the other on the turbo.

After that they test drove it and the turbo would not hold any psi at all so turbo got replaced next. Exhaust manifold also replaced due to a crack by cylinder #2. And again, couldn't get any pic's.

Totally different driving experience from what it has been lately. 1st gear is useless under wot and she breaks traction easily in 2nd again...even easier I'd say and even breaks traction a little in 3rd sometimes even going dead straight. It feels a little peakier than it ever did before and is almost a little scary and will take some getting used to again. PSI shoots straight up to 23-24 before settling back down (100+ degree heat) to around 21. And it spins up very quickly now. Overall...I like it!

Wow, awesome, glad it is resolved, new waste gate, turbo, and exhaust manifold!!!  I am sure you feel like a kid that just returned from the candy shop!  Hec, I would take a week off work, take the wife to the lake and celebrate!

Glad its fixed brazen. How small was the crack in the mani? This crack could have been the cause of all of that since the beggining..
