Sadly, after talking this over with people more knowledgable, the Penalty to Verstappen was consistent with a previous race [Silverstone] in which a similar incident happened and Hamilton was penalized. According to the rules Hamilton is far enough forward of Verstappen, where he is considered the Owner of that turn and had the right to maintain the race line.
In the ruling, the FIA did not consider the results, just how it occurred.
I guess what I really don't like is that both cars had enough space to make that turn and should be able to. The track itself, should NEVER cause an accident like this when a vehicle is barely off it. That is ridiculously dangerous and in a pre-halo race, Hamilton might have died.
On a different track, this would have resulted in Verstappen making the pass, and then being told to give the place back and both of them could have continued fighting.
On the Perez incident, Red Bull was never notified so I do not like that ruling at all. I think the second car squeezing into that space caused an issue with that. For Perez to give the space back he would have lost 2 places then. And that's what it cost him in the end.
