You didn't miss anything.
The 2 unofficial laps behind the safety car were identical to the 2 official lap behind the safety car, with the exception of Norris getting a ten second penalty for changing his rear wing. Changing the transmission after his crash moved him from 10th to 15th. The rear wing would normally mean he would have to start from the pits, but everyone was already in the pits. The other option would have been a stop and go but once again everyone was already in the pits. So he got 10 seconds. Not sure where he ended up, my best guess would be after Perez who rebuild his car after dropping out.
The real losers were the fans who sat over 5 hours in the pouring rain.
